The role is responsible for leading business analysis activities ensuring services operate with the customer at the centre.

Role-modelling strong business analysis skills as key to digital transformation and working within programmes, projects and services to help them understand, map and articulate their transformation objectives.

The role will work with data and solution architects to translate information and evidence into user stories and backlog items, helping services prioritise development and improvements.

DESCRIPTION OF DUTIES:

  • Take responsibility for all analysis undertaken throughout the life cycle of the project or product. Build analysis and research plans; work with others to refine them; act on research and data gathered.

  • Use data to ensure services are accessible, intuitive and simple. Build and execute research and data gathering plans to help understand user need.

  • Undertake research with end users, including internal users.

  • Translate user need into user stories.

  • Visualise current and future processes and service journeys using business process modelling techniques in a way that quantifies process steps and pain points so that transformation can be prioritised for development and product scope can be agreed.

  • Lead investigations into service gaps and friction and make recommendations for service improvements

  • Engage E&N service areas using the business analyst's skill set, to help them articulate the possibilities in their area for digital transformation.

  • Take responsibility for writing user stories; define success measures and definitions of done; work with other team members to move stories through a backlog; contribute to product vision and the scope of MVPs and value release.

  • Find opportunities to gather data to understand problems more deeply. Work across channels to make sure that assisted digital needs are well catered for and journeys are smooth.

  • Use an iterative method and flexible approach to enable rapid delivery and ongoing review and evaluation.

Skills; Experience and Attitude

Essential

  • Deep understanding of the business analysis profession and skills including the use of business process modelling tools

  • Understanding of product thinking, the product development life cycle, user-centred design and service design

  • Experience in the application of agile ways of working and software development practices

  • Successful track record of working in multidisciplinary teams to deliver digital products using agile methodology

  • Experience of working as a business analyst in teams building products and platforms

  • Ability to build and execute a backlog, translating user needs into user stories

  • Ability to visualise service journeys; map current and future processes, to quantify steps and pain points, and to prioritise development as well as agree product scope

  • Ability to lead investigations into service gaps and friction, and make recommendations for service improvement

  • Ability to gather, distil, and simplify large amounts of data, judging what is and isn't important, including writing reports that quickly help someone understand the problem to be solved

  • An absolute commitment to meet user needs in the best, most efficient way

Desirable

  • Experience of working with Environment or Public Realm services within Local Government
